And in my opinion, windows xp is by far the best OS you can use on your mini, i stopped using Win 7 since i installed it.
By the way: if you don't have an external cd drive and wish to install XP you can use a 1GB (and higher) usb stick to install it on your machine .
By the way: What i said about "having to fix your boot.cfg" would only be needed if you choose to multi boot XP and Win 7, because installing XP on a hard disk that already have Win 7 on it would make 7 unbootable, so you would have to rewrite the boot.cfg (the file that makes the operating systems bootable when you start up your computer). And EasyBCD is a free easy to use program that you can use to do it.

. And if you wish to install XP over your Windows 7 OS simply use the format tool once your in the Windows XP setup process.
