Somehow it is not seeing the USB drive. Are you tapping the F12 as soon as you turn it on?
When you installed from XP the partition on the USB drive with the W7 setup files may have been marked as not active somehow. Assuming you have access to another computer run diskpart from an elevated command prompt with the USB key inserted.
Then type "list disk" to see which is the USB key.
Select the disk that is the USB key.
For example, then type "select disk X" (replace X with whichever is the USB key, being very careful you are selecting the USB key)
Then type "list partition." (it probably shows just one)
Then type "select partition 1" (if there is just one partition)
Then type "active"
After that, try booting from the USB key. If that doesn't work, you might want to recreate the USB Installation Key. This tutorial works very well, either method listed.
