"Top of Memory (TOM) is the highest address of physical memory actually installed in
the system. TOM greater than 2 GB is not supported.
Memory addresses above 2 GB will be routed to internal controllers or external I/O
Then in the diagram that follows it shows it handling 4 GB. I am confused.

limits the number of address bits that are actually used to address physical memory,
in this case to 31 bits.
That diagram shows the address space, the top half of which provides IO access as described above.
