Yes, but from reading the OP's post it almost seems like he's just stating the fact that the Mini 10's default resolution is 1024x600 (for those that do not come with the HD screen).
The reason I asked is that my friend ordered a Mini 10 from the Outlet a few months ago that was listed with 1024x600 but actually had the HD screen when it arrived. He immediately reinstalled Windows (without booting even once into the factory install). When the reinstallation was complete and he booted into Windows, he had similar fuzziness to what the OP is describing. He checked the resolution and it was set to 1024x600, so he couldn't figure out what the problem was. In the end, I took a look and found the 1366x768. We set the resolution to that and the problem was solved!
Anyway, I'm not saying for sure that will solve the OP's problem, but it's worth checking.
