I don't have the GPS device, but maybe you could find a solution in windows registry.
Try a registry search for WSED
I just launched \pogram files\WSED\WSED.exe
This is the name of the app that you're asking about.
I have this disabled on my system, I just use the network connections to enable/disable my wireless.
There must be a setting (somewhere) in the registry to turn on/off or enable/disable the dialog box's checkmark box.
I don't know where it would be located, but there is usually a value followed by 0 or 1
