Any help is appreciated!

Welcome to the forum! Would I be correct in assuming you're running Windows? Which version?

What happens when you try to change the screen background to something else, say, a solid color? What about a different picture?

well I'm running the latest version of windows but I don't quite remember what version it is at the moment I'd have to check once I'm home..aside from that whenever I try to change the background to another picture or backdrop nothing happens..it just stays white..the only time when I can actually see the picture I've put as the background is when the computer is about to go on standby or turn off for good...right before it shuts off the picture will pop up and then shut down...its so frustrating..its just bright white all the time..I've tried everything..this has happened before in the past but usually goes back to the background I set up all on its own..its been like this for well over a month now :/

is it windows 7? I only have Win 7 starter and it won't change background for me. I don't think I will upgrade either just to be able to change the background, as I won't use many of the other features...

But the regular desktop icons show on top of the white?

you can not change the background with Win 7 starter...Win 7 starter has quite a few of limitations to it....MS doesnt give anything away for free....if you upgrade/pay to either Home Basic/Premium or Ultimate you will be able to change backgrounds

FYI: there are 3rd party applications on the internet that you can use to do it but some have had problems with them..... some are free some are not

If it's XP, go to the display properties, choose the desktop tab, click on customize desktop, choose the web tab, then uncheck all web pages and the lock desktop items box.
