Tethering on AT&T should be possible (and I'm 99% there).
Some quick notes..
My AT&T Motorola Q does have the data plan.
I use bluetooth tethering all the time with a Nokia N800 tablet (setup was a breeze).
Sadly, even with using 9.04 remix I have not been able to get things configured correctly. Network Manager doesn't quite do the trick so things need to be done manually. I assume that people who are using Microsoft may have an easier time.
On the Ubuntu front you basically need to install wvdial and then configure two scripts wvdial.conf and rfcomm.conf. I'm able to get the Mini 9 to connect to the phone, wvdial connects successfully and I even get IP and DNS numbers. Sadly, my PC won't see websites or ping addresses successfully yet but I'm hoping someone help me figure out 'what gives' shortly.
100% working now.
I couldn't figure out wvdial so I installed gnome-ppp, which adds a bit of a graphical utility (and obv does a bit of magic under the covers too).
