There is a newly designed version of AT&T Communication Manager available, version 7.0. It is designed for Windows XP, Vista, and most notably Windows 7. It works with the Dell Wireless 5530 card as well, as long as the Dell driver is installed before installing the AT&T Communication Manager software, but it controls it just fine.
